The new rules by New York State hospital Review and planning council disallow students from Caribbean and Mexican schools from finishing their graduate training in state hospitals, With effect from January 1st 1986, new rules Virtually eliminate the residency training for students from Ross U.N.L Dominica, American U.NIL of Caribbean Mont serrat, St. Georges U.N.I. Grenada, and Universal Del Noreste, Tempico, Mexico, However the state will continue to accept foreign graduates from medical schools approved by its Education Dept. It will accept those who have passed ECFMA in no more than 3 attempts and have completed the clinical component of a medical education program which include no more than 12 weeks of clerk ship in a country other than the one where the medical school is located,
FMAS comprise 38% of total resident doctors in the state and 90% of the residents working in intercity and poor neighborhoods, that can’t attract US medical school graduates,
The new ruling came shortly after the New York Commission On graduate medical education recommended 30% cut in the states 2591 first year residency slots.
