Membership: Every adult person shall be qualified to be a member of the P.H.R.O., if s/he is in agreement with the Constitution and accepts the rules and regulations. No office bearer of any political party (of India) shall be admitted to the membership of the Organization or any of its branches. And no member of any political party (of India) shall be eligible to be an office bearer of the P.H.R.O or any branch thereof.
