CHANDIGARH: Jagdev Singh Talwandi, President of the VAD (1) moved in the Punjab and Haryana High Court today through a criminal writ petition for permission to interview Parkash Singh Badal another senior leader of his party now detained under the NSA at Forest Rest House, Dehru Dun.

Justice KS. Bhalla issued notice to the State of U.P. and the Advocate General Punjab, for August 7.

Talwandi averred that he had sought the Governments permission to have interview with Badal since he wanted to know his views as a senior leader of the party on affairs of the State and party. The Government had informed him that his request had been sent to the U.P. Government but in spite of a number of enquiries made by him, he was not informed of any decision in this regard even after two months after the intimation.

Talwandi alleged that the facts and circumstances of the case clearly showed that the respondents ‘were not permitting the petitioner to meet Badal for extraneous considerations against all cannons of justice and fair play. “Prohibiting the friends and relatives from interviewing the detenu amounts to violation of the Fundamental Rights guaranteed under Article 22 of the Constitution,” asserted Talwandi. He said two other senior leaders, S.S. Thekedar and Kuldeep Singh Wadala had been detained on the same grounds as Badal and their detention had been quashed by the High Court. But even an interview with Badal was being denied.
