MANILA, PHILIPPINES: Tropical Storm Ted lashed the northern Philippines Sept.22 with strong winds and rain, raising fears of new mud slides near Mount Pinatubo.

At 5a.m. (2 p.m. PDT Sunday), the Manila weather bureau said the center of the storm was located about 435 miles northeast of Manila, the capital.

The storm, packing winds of up to 81 mph, was expected to move across the Balintag Channel between the islands of Luzon and Batanes and then toward Taiwan. The storm’s maximum sustained winds were 68 mph, slightly below typhoon strength.
