His parents Sardar Bhai Parma hand and Mrs. Rukmani Devi were highly respected in religious and social circles of the Sikh community. He was born at Anand Niketan, New Delhi in 1938.
Harbajhan is married to Amarjit Kaur. They are the proud parents of a daughter Sarabjit Kaur and a son Vikramjit.
Sardar Arneja is a member of the Sikh Cultural Society, Sikh Center and American Literary Association. He is a great admirerer and promoter of World Sikh News.
