QUEBEC, CANADA: The governing Quebec Liberal Party overwhelmingly endorsed a constitutional package aimed at keeping the French-speaking province within Canada.

Ata one-day convention, 3,500 party members voted in favor of a resolution supporting accords reached Ottawa by the premiers of Canada’s provinces. The package, which recognizes Quebec as a “distinct society,” would revamp Parliament and give the provinces greater autonomy.

The Liberals said the Ouawa accords, which also will increase Quebec’s representation in the lower house of Parliament, were less than had been hoped for but represented “real progress” on Quebec’ s demands,
