NEW DELHI: Non Bailable Warrants (NBWs) were issued against former Minister and Delhi Congress chief H.K.L, Bhagat, after a witness ‘named histone of the rioters during the 1984 riots in Trilok Pus ‘While issuing the warrants, Additional Sessions Judge Shiv Narain Dhingra at the Karkardooma Court said, “from the testimony of Satnami Bai it was clear that Lambu Doctor alias Budh Prakash Kashyap and FLR.L. Bhagat were involved in rioting, Killing and looting, and they are HI able to face the trial along with the other accused case.” Satnami Bai, whose husband was, killed in the post Indira Gandhi assassination riots, named the two in her testimony before the court. She categorically stated that Mr. Bhagat was among the mob that came to her house on October 31, 1984. “H.K.L, Bhagat, two policemen and a Local leader Ram Pal Saroj came to my house, they dragged my husband ‘out and hit him with iron rods, and Tater burnt him alive,” she said.

All this happened in front of her and her S year old daughter, she added.

She also identified the other accused Lambu Doctor in a Test Identification Parade from among approximately 50 others lined up.

Lambu Doctor who was present in the court in connection with another ‘case, was immediately taken into custody after being identified by Satnami Kar. ‘The judge issued NBWs against Mr. Bhagat to be served through the DCP Riot Cell. He stated in his orders” Witness Satnami Bai in her testimony before the court on January 15, 1996, apart from naming the accused persons Mangal, Ram Pal, Ramu Dhola Wala and Kamruddin who are already facing trial, had also named two more accused persons namely Lambu Doctor and H.K.L. Bhagat, who were involved in the offence. She has specifically stated that apart from the accused person’s already facing trial both these persons, H.K.L. Bhagat and Lambu Doctor participated in the riot in which her husband was killed. His testimony given by the witness clearly shows the H.L, Bhagat and Lambu Doctor both were part of the rioting mob which caused deaths of several persons in block number 32 Trilok puri.”

He further said that though Mr. Bhagat and Lambu Doctor were not named in the FIR and cognizance of offence against these persons was no! Taken at the stage of committal, under Section 219 of the CrPC, the court was empowered to summon any accused against whom evidence comes up during the course of the trial.
