CHANDIGARH: Mr Sampat Singh leader of the opposition in the Haryana Vidhan Sabha on Thursday charged that the Haryana Chief Minister Mr. Bhajan Lal had unleashed a wave of “state militancy” on caste and communal lines and demanded a white paper on the encroachments and land grabbing’s Mr. Bhajan Lal has alleged had taken place at the behest of the Samajvadi Janata Party general secretary Mr. Om Prakash Chautala .

Addressing a news conference here Mr. Sampat Singh also of SJP has turned the tables on Mr. Bhajan Lal alleging that such things were happening now. Mr. Sampat Singh has maintained that half a dozen FIRs were pending in Sisar Town alone on the subject “involving the relatives of the Chief Minister.

‘The leader of the opposition was ‘Of the view that detention under the Terrorists and Anti-Democratic Activities (Prevention) Act commonly known as TADA were also 100 per cent on caste and communal lines. In his view while 15 TADA detainees were in different forms of custody dozens of them had been let off on payment.

Mr Sampat Singh Alleged that there were murders and two Tapes a day while instances of kidnapping aware countless. Most of the victims of rape were minor girls of the Harijans and other downtrodden groups and the cases were never followed to their logical

Mr. Sampat Singh alleged that one community had been isolated in all matters including; recruitments promotion and deputation and said such a casteist approach was indirectly affecting members of other castes as well.

Citing the manner in which the government had recently amended an Act to drop the name of the Chaudhary Charan Singh preceding Raj University Hisat Mr Sampat Singh pointed out that when the Chief Minister Mr. Devi Lal had decided to name the university after Mr Charan Singh the two had long fallen apart politically. It was only in recognition of Mr. Charan Singh’s contribution to agricultural and his undisputed leadership of the farmers that the agricultural university was named after him Mr. Sampat Singh added.

Stating that the government had vitually “declared a lock-out” Mr. Sampat Singh contended that all government and administrative work had ground to a halt. The cabinet he mainted was divided with different ministers saying different things in addition to the general confusion among the public who are unable to understand the policies and programs of the government. There was widespread looting of custodian and WAKF land Prime land was being grabbed under the guise of change of land use.
