I had gone to Sarangra Military camp both on 8.3.91 and about a month before that when Brig. R.P. Singh of local Brigade with “headquarters at Lopoke Distt, Amritsar had called the prominent people of Border Villages of this area in Sarangra Military Camp,
I corroborate the testimony of 5.Daya Singh, Sarpanch Village Kakkar and S.Bawa Singh Sarpanch of Village Alla Bakhsh,
After 8.3.91, twice some people from Lopoke Brigade came to my shop but I could not meet them as I was not present in the shop. On 23.3.91 a clean shaved captain whose name I do not know came to my shop, He was from the Military deployed at Manj Havalian. He told me that they want to ask me 2=3 questions asked me to come with them, There he told me that they want to take me to Sarnagra Military Camp as a Major Bahib there (whose name was not given to me) wanted to ask me a few questions, They took me there. There one Major asked me if I was present in both the meetings which a Brig RP. Sinh had called of prominent people of Border villages, Also if all what we have written in our complaint to D,C., Governor, President, Prime Minister was true. To both the questions I replied in affirmative. I also told the Major that Brig. R.P. Sinh said much more than has been written in the complaint but we mentioned only the key point 1n this. Then the Major wanted to know the names of 14 people who attended the meeting called by’ the Brig. on 8.3.91, I told him I did not know the names of all the persons. Then ke asked me the name of the “Sarpanch of village Kakkar which I told him, Then the Major, The Captain and. some army personnel took me to village Kakkar, they’ were in two jeeps from there they took me to V, Ranian and asked me the name of the Sarpanch of Ranian which I did not know. They took two rounds of the village in their jeeps.
They asked me if I knew any other person of the village, which I did not. I was then driven across the defence line which is beyond village Ranian across the canal bridge, All this time they were threatening and terrorizing me. When they took me across the defence line, I thought they had brought me there to kill me, There also they asked me the names of 14 persons, i asked the Major as to why were they after me. Names of all those persons who attended the meeting that day were taken down by an Army Officer; They could find the names from there. On this the Major said yes you are right. They brought me back to Sarangra Military Camp. There Major told me that 14 people were to be taken to Chandigarh. Would I come with them ? I told him that being a small shop=keeper I could not go with them, The Major said that they could force him to go with them as done that day, I told him that since you have me already under your control, take me away right now. Then major told me that I will be financially compensated for this, I was finally dropped back at my shop. They kept me in their custody for 6½hours.
Now I feel in great danger. Military people or’ other Government people can pick me up any time from my shop and torture me and make me sign any papers or they can even kill me. If I am picked up or killed then the Government will be responsible for this,
Not only me but all the people who were present: on 8.3.91 at the time of the incident and their families lives are in danger about which complaint was made,
