CHANDIGARH: The center is said to be determined to make the Union territory of Chandigarh and Himachal Pradesh as partner states in the Bhakra Beas Management Board by flouting the provisions of the Punjab reorganisation Act. The Act provides that the residual state of Punjab after the formation of Haryana and Himachal would own all property located outside the composite state of Punjab. ; Delhi first made Haryana a partner state in the Bhakra project. Rajasthan was also made a partner by merging the Bhakra and Beas project. Since Rajasthan was a shareholder in the Beas project it also gained a foothold in the merged project.

The aim of Delhi seem to be effectively control the BBMB management to raise the strength of members other than Punjab.

This move has been timed on the eve of the forthcoming assembly elections. Apprehension of Delhi is that the new Punjab govt would assert its rights to the river water of Punjab. This could be checked by reducing Punjab’s strength in the BBMB.
