A couple of days prior to this incident Jagtar Singh was arrested by police Moga and transferred to Faridkot where he was killed. It is evident that Neem Singh too was in police custody that too was laid to rest along with Jagtar Singh.

 Babu Singh Kaleke.

On 16.6.87 allegedly a social worker Rakesh Kumar helped police in apprehending his co-social worker Babu Singh Kaleke at 9 a m at Moga bus stand. Rakesh Kumar and his other companions were overwhelmed with the arrest of Babu Singh to that effect they got a large poster printed from people art press ( Bill No.11464 refers) and pasted at conspicuous places on the town. Great importance and publicity was given through the columns of the NAI JAMANA and JANTAK LEHAR and the police was asked to give a reward of Rs.50,000/to Rakesh Kumar and the public was requested to act as Rakesh Kumar in apprehending the terrorists. Despite all this publicity of the arrest of

Babu Singh Kaleke, on 30.6.87 he was shot dead at 2.30 p.m. at Sandha Wala road and declared that he was killed in a police encounter.

Jail Singh Alipur

On 1st July, 1987 a police party from Harikee Police Station conducted a raid at village Alipur (Dist. Amritsar) under Excise Act and arrested one Jail Singh. He was booked for harboring terrorists. He died at the police station as a result of brutal beating. Unbelievable story that police concocted was that while Jail Singh was being taken to police station in a bus, a group of terrorists opened fire on the bus and that in that firing Jail Singh was killed. Lakhbir Singh Happy Jaswant Singh Pala

In a raid jointly conducted by police and the CRP at the Golden Temple complex on 25.6.87 about two dozen persons were rounded up. Among them were Lakhbir Singh Happy resident of Gujranwali and Jaswant Singh Pala s/o Dalip Singh.

On 27th June 1987 SSP Azhar Alam released a report to press that a dead body probably of an unknown dreaded terrorist, a victim of factional fight was found in the crops of Talwandi Dasaundha. Later on it was made public that the dead body found at Talwandi Dasaunda was of Lakhbir Singh Happy. On 2.7.87 another news appeared in Press that in an encounter with CRP Jaswant Singh Pal was killed. Truth is that both Lakhbir and Jaswant died as a result if third degree treatment given to them at Mall Mandi interrogation center.

Mathra Singh

Allegedly Mathra Singh was considered to be hand in glove with the real killers of Gen. Vidya and Lalat Makan and as such was branded as proclaimed offender. Award of his head was RS 500,000 Following an information that Mathra Singh was to visit Gian Singh resident of Rampura on 31.6.87 and armed police party all dressed like Amritdhari Sikhs, led by Insp. Harcharan Singh Suri took positions in the house of Gian Singh. Besides two road blocks were put up at two separate roads by passing the house of Gian Singh. Rightly as per the police information an unarmed Sikh youth riding a bicycle knocked at the door of Gian Singh. Moment the door opened the Sikh youth was nabbed by police right at the threshold of the door. Both Gian Singh and the Sikh Youth were bundled into the police Jeep and the police party set off for their destination.

At the police station the Sikh Youth was brutally and ruthlessly beaten by Insp. Soni and not speak of getting any information from him Insp. Soni could not get confirmed from the Sikh youth that he was Mathra Singh.

Same night Insp. Soni took the Sikh youth in unconscious condition to the fields of Malawal and was shot dead. Next day it was declared that the proclaimed offender Mathra Singh was killed in police encounter.

 Kashmir Singh (15 years)

 Darshan Singh (12 years).

 Joginder Singh (12 years).

 Angrez Singh (8 years).

 On the morning of 11 th February, 1989 at 7.30 p.m. police killed four Dalit children of Baurua family Kashmir Singh IS years, Darshan Singh 12 years, Joginder Singh 12 years, and Angrez Singh 8 years mercilessly in a gunfire in village Kanya Wali under Sadiq Police Station of Mukatsar Tehsil.

Kashmir Singh was son of Sudager Singh and belonged to poor Baurua family Sudager Singh did not own any land but was working as a farm laborer and had taken a small tract of land on lease. Kashmir Singh was his eldest son and was a hardworking and also a main support of the family. From the earning of their hard work both father and son bought an used old tractor a few days before this incident. The possession of tractor was a source of great joy for the whole family.

On 4th February after getting off from work Kashmir Singh went to see his sister who was living in a village Baloch an 8 miles away from his place on tractor without the trolley. On the tractor 13 persons including 10 children were sitting. The party reached village Balochan in 45 minutes and after staying for half an hour they left for their village.

 At 7.00 p.m. when they were about a mile from their village on Mukan Singh Wala Link Road and when the party was happy making fun among themselves not knowing that death was waiting from them a shower of bullets greeted them. Police hiding in the dried water channel on sand dunes opened fire mercilessly not caring the hue and cries raised by the children. The children told police at the top of their voices that they were children of the nearby village but to no avail. Two persons died on the spot, seven were injured seriously. Two of the injured died in hospital.

The villagers tell of a second firing at 8:00 to 8:30. This is verified by persons of other villages also. This firing was made to make it look like an encounter to cover up and justify their firing. In this firing they damaged their own cars.

Sukhwinder Singh Lohani

 Kuldeep Singh Raunki.

Following information given by one Sarwan Singh, two Sikh Youths named Sukhminder Singh Lohani and Kuldeep Singh Raunki residents of villages Lohani and Kalekee respectively was arrested by police. At the police station they were extensively interrogated and badly beaten for the sake of extracting some information. Since they had nothing to hide or disclose any thing to police and nor they could be implicated in any act Or Omission amounting to crime they were made the beast of sacrifice.

Police bundled them in a police jeep and threw them in the crops near village Langewalle (Dist Faridkot) at midnight of 6th and 7th July 1987 and half dead bodies were riddled with machine gun bursts in the viewing of several farmers who were watering their crops.

Subegh Singh Ucha Tera.

A joint police and CRP party on the morning of 19.7.87 nabbed Subegh Singh, Balbir Singh, Harpal Singh, Kulwant Singh and Jaswinder Singh while they were still asleep in their respective houses at village Ucha Tera. Reportedly Subegh Singh used to call himself General of Cobra Regiment.

All this happened at 6 a.m. when almost all the villagers were awake. In the viewing of people their hands were tied behind their backs. A known smuggler Ajit Singh’s son was called from a nearby village that identified the captives by names. After the identification was over the Police and the CRP personnel beat the captives mercilessly. In this meddle arms and in the sensitive parts of captives were badly crushed and their body grossly bruised. After this their faces were muffled and were taken to police station Ajnala thence to top reaching cell of CRP Battalion No.39 at Amritsar. On the night of 20th and 21st July 1987, in the crop fields of villages Mirpur and Hardan in Gurdaspur District they were gunned down. Some ammunition and arms were also thrown about their bullet ridden bodies and as usual were declared the victims of police encounter. Thereafter hundled some elderly persons from villages Mirpur and Hardan and were asked to identify the dead persons. When they expressed their inability to identify the dead, they too were mercilessly beaten. Sarpanch of village Haran was beaten the most.

Tara Singh Faguwal. For something best known to police only one Gulzar Singh who was the employee of Marketing Committee Phillaur ( District Jallander) was wanted by police. He belonged to village Mana Paguwal in Ludhiana District.

Early in 1987 Police Jalandhar and Police Ludhiana raided the house of Gulzar Singh. Since he was not in the house all the members of the family including the parents of Gulzar Singh were huddled together and taken to Jalandhar where they were harassed and beaten. In the meantime through fear of him being caught by police Gulzar Singh went underground. Thereafter police constantly harassed the family members of Gulzar Singh and during this process the crops too were destroyed and the mulching cattle were seized. When police utterly failed to track down Gulzar Singh once again on the night of 10th July, 1987 police arrested Tara Singh the father of Gulzar Singh from his house and was taken to Jallander. At the Jalandhar Sadar Police Station he was mercilessly beaten and inhumanly tortured as a result on 21.7.87 he breathed his last while on police custody.

Tara Singh had worked with freedom fighter Baba Sohan Singh Bhakna. Avtar Singh Sultanwind. In village Sultanwind District Amritsar house of one Avtar Singh was allegedly considered the hiding place of Sikh Militants. Avtar Singh was arrested in early 1987 for wing the worker of Sikh Liberation Movement when due to third degree treatment met out to him his spinal cord was injured. He was of course released on Police bail

On 23.7.87 police raided the house of Avtar Singh following an information that one Militant named Kamaljit Singh was hiding therein. On knocking by police Kamaljit Singh who was there inside the house opened the door but he hid himself behind the same door. Soon the police personnel entered the house Kamaljit Singh shot dead one police man and fled away. The entire police party chased him but he was not found the enraged Police party returned back to the house of Avtar Singh and riddled his already half dead body with machine gun shots. Next morning it was declared that in encounter a dreaded militant and a policeman were killed.

Jaspal Singh Sahensra.

 One Jaspal Singh resident of village Sensra, the only son of a widow, was arrested on 23.7.87 from near Jallianwala Bag for some reasons best known to police only. He was detained in the Mall Mandi interrogation center where he was tortured to death and on 25.7.87 his dead body was thrown in the farms of village Nansli.

Harbinder Pal Singh Goga

 Detective Superintendent of Police Swaran Singh arrested one sick Sikh youth on 29.7.87 from Gurdwara Malni Sahib. Also were arrested the priest and another person allegedly for giving shelter to a sick Sikh youth. After searching interrogation the priest and the other stranger were let go but Harbinder Pal Singh Goga’s face was muffled and taken to Nakodar thence handed over CIA staff Jalandhar where he was ruthlessly tortured by giving electric shocks and was branded with red hot iron rods. From there he was taken to Rahon Police Station. Somehow or another from Rahon Goga managed to send a message to his parents about his miserable condition and whereabouts. As a result his parents through Advocate Hari Singh Nagra of Chandigarh approached the higher authorities for the release of their son and apprised Governor Punjab, Chief Secretary Punjab, SSP, Jalandhar, DC Jallandher and Sessions Judge Jallandher but all such efforts met with negative result. Eventually after torturing him for IS days SHO Sharma of Nakodar, Insp. Gurbachan Singh of CIA Staff Jallandher jointly bundled him not a van where was also thrown and old scooter (VESPA) and three both Goga and the scooter by the road side near Hari pur Bath canal bridge and there Goga’s half dead body was riddled with bullets. A doctor who performed the PM Examination confirmed that 20 bullets were shot at Goga from a distance of four feet. It was declared by police that an unknown terrorist was killed in a police encounter and as such his body was not handed over to his parents.

Gurmeet Singh.

Lakhwinder Singh

On 1st August Gurmet Singh a worker of Babbar Khalsa and his companion Lakhwinder Singh were gunned down by police near Buttar village in the day light and in the viewing of a number of people and while the police was in the process of killing them they told the people assembled there that Gurmeet and Lakhwinder were involved in the killing of DSP Harpal Singh of Baba Bakala.

Two days prior to the above incident a press report was released by police to the effect that Lakhwinder had escaped from Police custody and that at the time or escape he was handcuffed.

Witnesses say that Lakhwinder was still handcuffed when he was shot dead on 1.8.87.

WHAT A THING TO BELIEVE THAT AN ESCAPEE COULD NOT BREAK THE HANDCUFFS FOR TWO DAYS.

Lakhbir Singh Khiala.

One Baj Singh resident of Sarang Garh, on a secret understanding of his father with police, got himself arrested on Ist August, 1987 from his own farm along with his friend Lakhbir Singh of village Khiala. On 3rd August, 1987 Lakhbir Singh was found dead near village Bhilowal. Police claimed that he was killed in a police encounter.

 Roop Singh Manipur.

 Ajmer Singh Nicka Bhucher.

On 8th August 1987 Roop Singh Manepur and Ajmer Singh Nicka Bhucher seated in Riksha were going towards Amritsar Bus stand. Riksha was forced to stop by a couple of armed police men who suddenly came forth into view from a car with black glasses as a result scuffle ensued between unarmed Sikh youths and armed police and in that scuffle Roop Singh was shot dead at the spot. Ajmer Singh was arrested and taken to Mall Mandi Interrogating Center where a result of inhuman treatment met to him he breathed his last.

Subsequently his bullet ridden dead body was thrown by the side of a canal bridge near Ghurinda on the 9th -10th August, 1987 and the police declared that he died in a police encounter. Roop Singh married to Bibi Davinder Kaur a couple of ds ,s before this incident took place and Ajmer Singh’s marriage was fixed to take place a couple of days after this incident. When nabbed by Police Ajmer Singh was carrying the new stitched clothes of his would be wife.

Manjit Singh Dhura.

On 9th August, 1987 Police Budhlada arrested two Sikh Youths from the farms of village Patriwala (Dist. Bathinda). They were Manjit Singh MA student of Sangrur College and Joginder Singh resident of Ghanauli Kalan. Both were taken to Police station where Manjit Singh was beaten to death and it was publicized that he had committed suicide by taking poison. Subsequently Joginder Singh was enlisted in Police and he is still in Police service. Jaspal Singh Kandowali.

Jaspal Singh and Gurmeet Singh residents of village Kandowali (Dist. Amritsar) were arrested by police at a road block when both of them were riding a tractor. Both were handled by CIA staff. In order to know from them as to whom they used to give shelter were mercilessly beaten. Somehow or other Gurmeet got himself released and police admitted Jaspal Singh to hospital where he died on 14.8.87 as a result of injuries inflicted by police while he was in their custody.

Lakhwinder Singh

On 9.8.87 police arrested an underground activist named Lakhwinder Singh alias Sher Singh from the compound of Gurdwara Shareedan. On the night of 20th-21st August was shot dead by canal side near Sultanwind and a press report was released saying that General Sher Singh of Khalsa Guerrilla Force was killed in a police encounter Sardool Singh.

 Sardool Singh an unarmed peace loving citizen of Amritsar was killed by armed police on the evening of August 23rd while he was returning home after making petty collections from his customers. His only fault was that the scooter which he was riding had slightly grazed a female pedestrian and as a result had fallen on the ground. While he was consoling the slightly injured pedestrian a police party happened to appear there out of blue. Without knowing the real cause of accident, if we may call it so, all the members of the police party started kicking Sardool Singh with the nailed boots and hitting with rifle butts. Among the police party was a constable named Sukhdev Singh who too beat Sardool Singh with the butt of his loaded gun. In this confusion constable was killed instantly by the bullet that came out of his own gun. This enraged the police beyond control and they killed Sardool Singh there and then by hitting with boots, butts and Staves. This unfortunate incident had occurred in the day light and in the viewing of hundreds of people assembled there. The residents of Sultanpur where Sardool Singh lived were flabbergasted the most when they heard SSP Azhar Alam the Officer in charge district police Amritsar briefing the press reporters wherein he said that Sardool Singh a dreaded terrorist was killed in a Police encounter and a pistol was recovered from his person. As a mark of protest against this false claim of police all those who new Sardool Singh well, most of them were Hindus, gave a DHARNA at the District Courts, Amritsar.

Having lost the only bread winner of family the widow of Sardool Singh is counting her days with her four young children and shadow of police fear still looms over her head. Daljit Singh Chahal Kalan.

Border Security Force party conducted a raid at the house of one Iqbal Singh of village Chahal Kalan and from there arrested one Daljit Singh for some reasons best known to police only. This occurred on 31.8.87. This raid was conducted under the leadership of Gurdeep Singh.

To date all the inquiries made by Iqbal Singh to know the whereabouts of his son have been futile.

Sarawpreet Singh. An educated Sikh youth Sarawpreet Singh who hailed from Kaithal (Haryana) was arrested from near the courts of Chandigarh on 5.9.87. He was M.A. Sociology, M.A. Political Science, Diploma holders in Computer Science and Business management. Searching inquiries made by his parents and other relatives to know about his whereabouts bore no fruit. However they managed to establish for their knowing only that prior to his arrest no police case was ever registered against him nor was he sought for by police in any other connection. On 22.9.87 the following news appeared in the press: On 22.9.87 in an encounter with security forces one Sarawpreet a companion of Jinda was killed. When asked to stop at a road block in Civil Lines he (Sarawpreet Singh) opened fire from a carbine. He was killed in firing made by Security Forces in reply. He was wanted by Police for

  1. Robbery of Rs.700,000/at the office of Punjab State Electricity Board, Amritsar.
  2. For helping three terrorist to escape from Police custody on 21.4.87 from Amritsar Courts.

iii. For shooting at and killing two officers of Central Detective School, Chandigarh on 26.8.87. and two more crimes of serious nature

The above press report was released by SSP. Azhar Alam. He had no answer to the following questions put to him during the press conference:-

  1. Why was the dead body not handed to the parents of the deceased?
  2. Were the cases in which he was wanted registered against him before his arrest? Sarbjit Singh Johal. One Sarbjit Singh resident of village Johal was allegedly sought for by police in connection with a murder case. On 10.9./987 he was arrested from Hall Bazar, Amritsar from an auto Riksha seated in which were Sarbjit‘s sister and another girl. He was taken to Mall Mandi interrogation center commonly known as HUMAN BUTCHERY. There he was beaten to death. On 11.9.87 his dead body was thrown near village Malan Wala and usual press report:-

“Killed in an encounter” was release to press. Jagdish Singh Bhola.

Wasan Singh

Balwinder Singh.

Basant Singh.

On 14.8.87 a large number of inmates of Sangrur Jail gathered together in the Jail itself in protest of some of their legitimate demands. About 100 prison personnel’s armed with staves, iron pipes, iron rods and rifles attacked the peaceful demonstrators. In this confusion 26 inmates were gravely injured and four Jagdish Singh, Wason Singh, Balwinder Singh and Basant Singh were killed. Jagdish Singh and Wasan Singh were already apprehending death from the hands of prison personnel since 1986 when in Nabha Jail they had gone on hunger strike in protest of killings of two youths named Balwinder Singh and Ram Singh. From Nabha they were transferred to Sangrur in January 1987. In May 1987 they appealed to I.G.Prisons for their transfer from Sangrur Jail and again in June 1987 DGI Prisons and IG Prisons visited the Sangrur prison when they reminded the top brass of what they apprehended. This had enraged the Officer In Charge Prisons Sangrur and he availed the chance of killing them in the confusion that occurred on 14.8.987

Jasvir Singh Lah ;

Balwinder Singh Bindha.

On October 17,1987 in pursuance of certain information given by police Tout a certain Avtar Singh Fauji, Commandant Chowdry Bhagat Ram chased Jasbir Singh Lali and Balwinder Singh who were riding a scooter. The commandant knocked down the scooter with the jeep he was driving and sooner Jasvir Singh and Balwinder Singh fell off the scooter, they were ruthlessly fired at and killed on the spot. Probably Chowdry Bhagat Ram had a license to shoot Sikh youths at his sweet will. Balwinder the only broth of four sisters. ‘ t was the only brother Sarbjit Singh. Twenty years Sarabjit Singh resident of village Dhanwala Hanwanta was arrested on 30.10.87 by Ferozepur police and taken to an unknown place. Sessions Judge Ferozepur was informed of this unusual arrest telegraphically. News of this arrest also appeared in the daily Tribune of 3.11.87. Somehow or another the parents of Sarabjit Singh managed to see their son at Ferozepur City police station. They saw for themselves that their son was brutally beaten. Having seen their son exhausted, weaken with strain of ruthful beating given by police and having found him in state of danger approached the SSP Ferozpur. Contrary to their expectation of getting some help from a senior most police officer in the district they met with very rough treatment and virtually thrown out of the district police headquarters. On 22.3.88 a news appeared in press to the effect that after arrest Jasbir Singh was done away by police in a way befitting to them. This news enraged the police further and they started harassing the parents of Jasbir and threatened not to speak about the arrest of their son lest they meet the same fate. By that time Jasbir was already killed and his body disposed in a manner only known to police.

 Paramjit Singh

 Pama He was arrested by ASP. S. K. Goel of Malerkotla from Mohanpur along with his friends Charanjit Singh and Surinder Singh. For some reasons best known to A S P. Goel he shot dead Paramjit Singh Pama on 3.11.87 near village Nainowal.

Charanjit Singh.

On 3.11.87 a party of CRP raided village Mudhal falling in the jurisdiction of Majitha Police Station and arrested Manjit Singh, Lakha Singh, Tajinder Singh, Davinder Singh and Lakhwinder Singh. As a show of power and authority which was then vested in CRP personnel, Charanjit Singh was shot dead in the presence of his parents and other villagers and the other four were bundled in a CRP Jeep and set for unknown destination. Matter was reported to police without any positive result.

 Amarjit Singh.

Amarjit Singh with his other family members lived in house No.1 180, Phase I, Mohali and plied a three wheeler. Police had implicated him in three false cases but only one such Case was registered against him and when the instant incident occurred he was out on bail. At about 1.30 p.m. on 4.11.87 Guru Purub procession in connection with Guru Nanak’s birthday started from Mohali Gurdwara. The procession was led by Mohinder Gopal Singh the father of Amarjit Singh. Among about 400 participants there was Amarjit Singh his brother Harjit Singh and their friend Manmohan Singh. SHO Jagdish Singh and ASI. Madan Singh was escorting the procession The procession had hardly moved from the Gurudwara when SHO. Jagdish Singh whispered something in the ear of ASI.

 Madan Singh who immediately with the help of five constables nabbed Amarjit Singh and dragged him out of the procession. Harjit Singh and Manmohan Singh showed some resistance. Seeing this S H O. Jagdish Singh shouted at the top of his voice from a distance, “SHOOT HIM’. Following this order constable Baldev Singh opened fire from his service rifle injuring Amarjit Singh gravely. The procession dispersed and ASI. Madan Singh did not let anybody go near Amarjit Singh Manmohan strongly protested this brutal act of police. In no time SHO. Jagdish Singh drove both Manmohan Singh and injured Amarjit Singh to Mohali police station. People in great number followed them in whatever the mean of transport was made available to them. Police did not let anyone enter the police station. They sat in Dhama in front of the police station and demanded the release of both Amarjit Singh and Manmohan Singh. Police tried to cool down the crowd of people by falsely saying that Amarjit Singh was taken to PGI. Chandigarh for treatment. In the meantime the District Commissioner Ropal also arrived there. He disclosed to the people gathered there that Amarjit Singh had died and Manmohan Singh would be released. Neither the dead body of Amarjit Singh was handed to his parents not anything was heard of Manmohan Singh thereafter.

Gurbhajan Singh.

On 17.3.87 one Sartaj Singh resident of Gumtala was arrested by police for some reasons best known to them only and on 19.3.87 his brother Gurbhajan Singh was also arrested by police from near the Khalsa College. About two hundred people witnessed this arrest.

Having lost both the sons their parents inquired about their wellbeing and whereabouts at several possible places to where they could had been taken. They did trace Sartaj Singh but about Gurbhaja Singh all the concerned officers denied to had ever arrested him.

On 31.3.87 the Governor of Punjab and the Chief Justice of Punjab and Haryana High Court were telegraphically apprised of the arrest of Gurbhaja Singh and on 10.4.87 the father of Gurbhaja Singh personally appeared before the Governor of Punjab but all in futile.

Some days later Sawinder Singh (Father of Gurbhaja Singh) managed to meet the Officer In charge Battalion No.49 of CRP and through him it was learnt that Gurbhajan Singh was in the custody of CRP. Battalion No .25.

On 25.4.87 the following news appeared in the daily Akali Patraka:-

“It is learnt from police sources that the Sikh Youth who was killed at Bhikiwind Raya was Gurbhajan Singh who was arrested from near the Khalsa College.”

Some days later parents of Gurbhajan Singh learnt from a reliable sources that their son was alive and he was alive and that he was being constantly transferred from the custody of one battalion to another. Having learnt this parents of Burbhaja Singh once again did their best to know the whereabouts of their son but all in vain. Eventually on 10.11.87 another news to the effect that near village Balesver an activist was killed in an encounter with Security Forces and that two of his companion succeeded in running away and that the dead was Gurbhajan Singh. Having read this news all near and dear ones of Gurbhaja Singh went to police Taran Taran  and only to their display they learnt the body of Gurbhajan Singh was already cremated. Aikem Singh

Aikem Singh s/o Narang Singh resident of village Hathan (District Dangrur) was wanted by police. Having failed to trace Aikem Singh the Police arrested Narang Singh another relatives named Mohinder Singh of Rajomajra, Inderjit Singh and Hardev Singh of Aihno and Kapoor Singh of Ukhli. Through fear of use of force by police on 20.11.87.
