WASHINGTON: In a presentation to the Congress last month, the State Department blamed the Indian Army of Human Rights Violations in Punjab, Kashmir and other states.
The presentation which was released to the press only recently clearly states, the Armed forces” are used in a wide range of domestic security duties. There are reports of human rights abuse. “The administration however maintains that “the Indian Armed forces remain apolitical, are totally subordinate to civilian authority and are used in a wide range of domestic security dutics.”
