New Delhi — the governing Lower House of Parliament yesterday passed a bill that would extend a stringent antiterrorist law to the Indian held state of Kashmir.

The Lok Sabha passed the amendment to extend the anti-terrorist law to the state, which borders Pakistan and Sikh dominated Punjab state. The bill which calls for the death penalty for terrorist killing now goes to the Rajva Sabha, or upper House for expected final approval.

Home Minister S.B. Chavan told law makers the ironfisted law would use “sparingly” after several opposition lawmakers voiced concern the law could be used to curb genuine political activity.
