Text of a telegram sent to Surjit Singh Barnala, the Chief Minister of Punjab, on 21st June, 1986.

“The award on Chandigarh should open your eyes. It only roves that Government of India never intended to meet any legitimate claim of Punjab, We hope you and your government stop pandering to Rajiv and not help destroy the Sikh nation.”

‘The second postponement of the transfer of Chandigarh to Punjab only shows the insincerity of the Indian Government in solving the Punjab problem. Instead of responding to just Sikh demands, the Government repeatedly misrepresents the issue through its controlled media. This will have serious repercussions in Punjab.

‘We condemn the arrests of hundreds of innocent Sikhs who are protesting against government atrocities committed against their community.
