NEW DELHI : Governor Virendra Verma said he had a formula to solve the Punjab problem.

Without revealing the details of the formula, Verma said he had sent a proposal, outlining suggestions to solve the problem, to President R. Venkataraman and Premier Chandra Shekhar, which included transfer of the union territory of Chandigarh to Punjab.

Verma was talking to reporters after inaugurating a Rs.4 crore lodging block of the Punjab Bhawan here,

When asked about the spurt of killings in the state, Verma said he has got scheme for containing the deteriorating law and order problem in Punjab, which he was going to discuss with the prime minister.

Verma said Haryana be given compensation in lieu of Chandigarh.

He said the proposal, based on the consensus of a recent all-party meet at Chandigarh, would be discussed with the prime minister on November 24.

Refusing to divulge other details of the proposal, the Punjab governor said if the water dispute between Punjab and Haryana remained unsolved through negotiations, it should be referred to the Supreme Court.
