From the last several years various organizations representing various minority communities in India have been trying to inform the free world about the atrocities being committed by the agents of the Indian Government against the minority communities throughout India. At the diplomatic and political level very few individuals spoke against the torture and killing of innocent citizens by the law enforcement agencies of the Indian Government. This is largely due to the fact that these minority organizations have very limited resources and the Government of India has successfully used its diplomatic and vast resources to discredit these organizations. A typical example is a letter from Mr. Joe Clark, Canadian Foreign Minister, to the Premiers of Canadian Provinces not to participate in any activities organized by Canadian Sikhs because it angers Indian authorities. This clearly demonstrated that Mr. Clark was willing to ignore the rights and privileges of Canadian Sikhs to please the Indian government. This is not an isolated case, the Indian Government is using its diplomatic and political influence everywhere in the world to discredit all those who are opposing its totalitarian regime. This is a political bribery. Although through political bribery and under the pretext of INTERNAL AFFAIRS the Indian Government has effectively silenced the entire diplomatic and political world, but it was not able to silence the NON-POLITICAL, NATIONAL and INTERNATIONAL HUMAN RIGHTS and CIVIL LIBERTIES ORGANIZATIONS. The independent, unbiased findings of various Non-government appointed commissions, civil liberties and human rights organizations have consistently cited cases of torture, Tape, death by beating, killing in false encounters and other atrocities carried out by the Indian Police against the minority communities in general and Sikhs in particular. The incidents of human rights violations, torture, and fake encounter killings reported in the following reports are very revealing and eye opening. Here is a brief review of Human Rights Violations in India, issued by Amnesty International August 1988; Justice Charanjit Singh Tiwana Commission report on the torture of Ladha Kothi Sikh detainees, and the report of the enquiry commission headed by Justice Ajit Singh Bains on torture and fake encounter killings by police after the arrest of suspects.
