NEW YORK Reuter: Sri Lankan President Junius Jayewardenes recent offer a possible end to the Islands civil war the New York Times said today.

In an editorial the newspaper said Jayewardene after an initial attempt at military force to make the Tamil separatists accept rule by the Sinhalese majority is now seeking a political settlement.

With a nudge from worried India Jaywardene has finally made an offer that his Islands Tamil minority ought not to refuse the newspaper said.

The offer including elections in January for provincial councils which are to share taxing and police power with the Central Government should be workable in spite of unresolved differences on control over eastern provinces where neither group is in the majority it said

A better ending genuine peace in Sri Lanka now seems mercifully within reach the newspaper said.
