- Asia Watch in its report “Encounter in Pilibhit” dated September 29,1991 has provided gruesome details of how 10 unarmed Sikhs were killed at Pilibhit, a town in the state of Uttar Pradesh, on July 13, 1991. Asia watch concluded by saying that the killings in Pilibhit were not a isolated incidence. Examples of such summary executions of Sikh militants have become a routine in the state of Punjab. In some cases detainees were just killed by the police justifying their actions under the guise of escape or encounter with police.
