I am in receipt of your letter dated April 30, 1990 asking me to nominate a candidate for a reconstituted committee set up by the Government of Punjab to look after the welfare of Scheduled Castes and Backward Classes.
Normally, I would be the first person to lend support to any Government effort for the welfare of the Scheduled Castes and Backward Classes. However, I am unable to agree that the committee being formed by you will be of any use except to fulfill a formality.
I have already made known to you vide my letter dated April 30, 1990, (copy attached) my view regarding rule by nominated council. If you were truly concerned about the benefit of the Scheduled and Backward Classes, you would have held elections in the State so that this important section of our population could send their genuine representatives to the legislature and the Government.
Today, when your own acceptability does not go beyond the confines of the Raj Bhawan and the only beneficiary of your role is a coterie of corrupt officials and businessmen, it is difficult to see how you can benefit the Scheduled and Backward Classes.
Therefore, I am compelled to reject your offer to nominate a member for the reconstituted committee. I will again advise you to pay serious attention to democratize, demilitarize & decolonize the State.
