UNITED NATIONS: Saddam Hussein is sending a well-connected and skillful emissary to New York to head Iraq’s diplomatic team at the United Nations, Iraq’s prime forum for pleading its case to the world.

 Nizar Hamdoun who was scheduled to arrive in New York late Tuesday may launch a diplomatic offensive aimed at getting the U.N. to tum down the heat it has directed at Iraq since the invasion of Kuwait in August 1990.   The Iraqi president is anxious to prove his country has complied with Persian Gulf War cease-fire terms set by the UN. Security Council and win removal of world-wide economic sanctions.
