CHANDIGARH: The budget session of the Punjab Assembly commenced here today amidst an element of drama. Dr. Sharma, the Governor, read out his address in the midst of a counter address which was read out by Mr. GK. Brar leader of Congress (I) Assembly Party. Mrs. Brar described the situation in Punjab as worse and ‘said that it has become a Butcher Khana as well as a torture house, Members of her party stumped on the floor in an effort to disrupt the Governor’s address, they later walked out of the house. The Governor in his address said that the Central Government should. have transferred Chandigarh to Punjab in the absence of such a decision the “extremists” have been encouraged and have been strengthened. He promised an early completion of the Thein Dam project.
