CHANDIGARH: The Central Executive Committee of the Panchayat Party, held under the president ship of Mr.Raghu Yaday, condemned the death of 40-year- old Mohar Singh, a farmer of Jamalpur village while in the custody of Bilaspur police station on July 4 last.

Calling it a ‘cold-blooded murder’, the Central Committee demanded institution of a criminal case against the coming policemen who, in contravention of the Supreme Court directive, arrested Mohar Singh in undergarments from ‘jowar’ fields before sunrise, ‘without taking a responsible vil- Tage elder into confidence and huddled him tied like inanimate the police vehicle, Another case of murder should be instituted against the SHO and munshi of the con- Cemed police station, The widow .ofthe murdered farmer should be given a compensation of RsS lakh and a suitable job, the committee demanded. “A three member sub-committee has been appointed to investigate the matter further. The members are Mr Nepal Singh Raghav (convener), Capt (retd) Kurda Ram and Mr Rajendra Singh Khaintawas.

Dr. J. S. Yadav, General Secretary, said here recently, that the Panchayat Party views this incident. as the culmination of criminalization of the state police force under the Bhajan Lal Government beginning with Barahi in Rohtak distinct where the male members were stripped naked be- fore their women-folk, lathi charge and ill-treatment of women volunteers demanding prohibition at Gurgaon and Rohtak, snatching of car and nose rings of women protesting at Loharu and unprec- edented firing and brutal lathi charge on peaceful men and women gathered at Namaul on August 10, 1993, demanding their share of canal water.

The Central Committee of the Panchayat Party viewed with deep concern the setting up of a “Japanese city” by uprooting the residents of about two dozen villages in Gurgaon district without making adequate plans for their resettlement. The Panchayat Party body termed. the rejection of the recommendations of the Haryana Backward Classes Commission, popularly Called Gumam Singh Commission, by the Bhajan Lal Government and communicating an arbitrary list of OBCs to the Center as an onslaught on the interests of the farming communities, particularly Ahir, Gujjar and Saini. The committee resolved to move the High Court in this matter and entrusted this to the party general secretary. Dr. J. S. Yadav, Mr. Thawar Singh Saini and Mr. Durga Ram  Gujjar. The Central Committee described the recent special recruitment to the HCS by the Haryana Government as a noble method to heap injustice on the SCs, STs, BCs, ex-Servicemen e.t.c since the statutory reservation was done away with in the name of “exigency” which never existed. It was re- Solved to challenge the recruitment in the High Court.

On a request from Smt Gindori Devi, President, Mahila Panchayat, that the festival of Teej, a major event for Haryanvi women, falls on August 10 which should be avoided for holding any function it was resolved to hold the next mahapanchayat of 1600 villages of southern Haryana on August 31 at Pataudi when the course of direct action against the regional imbalances will be charted.
