The ten-nation high-level appraisal group felt that such a facility would help member countries reinforce democracy.

The commonwealth secretariat plans to send a 13-member observer learn to monitor Zambia’s first multi-party elections in about two decades.

India feels that the commonwealth should provide such assistance on request, but does not see   a merit in institutionalizing the arrangement.
