CHANDIGARH: The Panthic Committee chief Baba Gurbachan Singh Manochahal has described the memorandum presented by the Akali Dal (Mann) president Mr Simranjit Singh Mann to the Prime Minister Mr Chandra Shekhar is an eloquent and ugly picture of the crooked Brahmanical policy.

In a Statement received here recently Baba Manochahal said that according to the principles of this policy one should not speak what one thinks and should not practice what one speaks. He said Mr Mann had declared that his memorandum was governed by Article 51 of the Constitution and thus had nullified the condition of the Delhi rulers Mr Mann had also mislead militants by asserting that the memorandum contained the demand of Khalistan raised by them

Referring to the speech of the Prime Minister Mr Chandra Shekhar at the Janata Dal (S) Parliamentary Party meeting on Jan 5 the Panthic Committee chief said he (the Prime Minister) had made it clear that there was neither a demand for talks under Article 51 nor about that of Khalistan in the memorandum He said the Panthic Committee had already reacted to the talks and said that it could be on independent sovereign Khalistan. It had also put before the world and also before him the manner in which the dialogue could take place. Other militant organisations too had made similar suggestions for talks. But Mr Mann did not like this offer of militants and wanted to implement his pre-meditated plan framed according to the belief of his advisers that militants did not rely on talks and that Mr Mann could speak on their behalf.

The 13-page hand-written statement in Gurmukhi was signed by Baba Manochahal Bhai Spectral Singh Mattewal Bhai Sukhwinder Singh Sirhind (Ladoo) and released to the press by Dr Daler Singh convener Sikh Students Federation (Buttar).

He said that according to what appeared in newspapers of Punjab about the memorandum it was given in it that militants were now demanding Khalistan This could be compared to the statement of the BJP president Mr L.K. Advani after his visit (o Amritsar that Khalistan had already come into being. He also described the claim of Mr Mann that he had referred to Khalistan in his memorandum as political childishness.

Referring to Mr Mann’s demand for self-determination Baba Gurbachan Singh Manochahal said that according to accepted universal principle everyone should have this right But this right was only a method not the destination. On this basis the sixth guru had established the Akal Takht to confront the Delhi rulers. In the present political times the Sarbat Khal5a symbolizing the strong determination of the Sikh qaum had openly declared Khalistan as its destination on Jan 26.1986.
