Michael Armacost, U.S. ambassador to Japan, recently told Prime Minister Kiichi Miyazawa that he shouldn’t go to his first meeting with President Bill Clinton empty-handed. Specifically, the Tokyo press reports, Arm cost suggested that Miyazawa propose a Japanese income tax cut. That would revive Japanese domestic demand, boost imports from the United States and supposedly trim Japan’s enormous trade surplus with America.
