AHMEDABAD: The convenor of the Babri Masjid movement coordination committee, Syed Shahabuddin, alleged that the Prime Minister, P.V.Narasimha Rao, had surrendered to the Vishwa Hindu Parishad, which had violated the court orders and undertaken kar seva at the disputed site.

 Speaking to correspondents here, Shahabuddin said he did not approve of the methods adopted by the Prime Minister. He said the central government should not have bowed down to the VHP.

Shahabuddin alleged that Rao had not defended the constitution, He said if the UP government and the Center had acted firmly then kar seva would have been stopped. The government should have taken an undertaking from the VHP that there would be no agitation ull the matter was settled by the government or the court.

Shahabuddin said the kar seva should not be carried out in the disputed area or at any other site at Ayodhya. Since these were all were involved in the dispute.

He said the Prime Minister had not disclosed the commitments he had made to the VHP and the BJP leaders, demanding that these should be revealed.

Shahabuddin advocated the need for appointment of a commission comprising nine Supreme Court judges as suggested by the former Supreme Court judge, Justice Kushna Aiyar and later on by Rajiv Gandhi to settle the issue. Shahabuddin, who arrived here on his way to Delhi, visited the riot-affected areas of the city and listened to the people in Gomtipur, Kalu pur, Dariapur and Khanpur.

He said the police had resorted Ito excessive use of force in Khanpur which has resulted in death of four persons in the Muslim-dominated Khanpur state area. He said he had met the state home minister, C.D.Patel, in this connection,

He said he had conveyed to the home minister that the government should make foolproof arrangements the next rath yatra of the Jagdish temple. He visited the temple and also met the chief priest. The state government should introduce new measures for relief and rehabilitation for those affected by the communal and caste violence on basis of the guide lines fixed by Delhi administration for the victims of the 1984 violence in Delhi, Shahabuddin also met governor, Dr. Sarup Singh, and appraised him of his visit .
