CHANDIGARH: Vice Admiral R.K.S. Ghandhi (retd) Governor of Himachal was today swum in as Governor of Punjab vice Mr. S.S. Ray who has proceeded on leave, Mr. Justice S.S. Dewan of the Punjab and Haryana High court administered the oath of office to Mr. Gandhi at a simple and brief ceremony. A contingent of the Punjab Police presented a guard of honor to the Governor.

In an informal chat with newsmen, Mr. Ghandhi said he had been asked to shoulder the additional charge of the Governor of Punjab for a brief period. He hoped that Mr. Ray would be back within a week or so.

A reporter asked the rationale behind asking the Hinmachal Governor to hold the additional charge when the Haryana Governor lived next door. Mr. Gandhi said the question should be directed to the Union Home Ministry.

The appointment of Mr. Gandhi has been a subject of a lively debate in official circles throughout the day. The previous practice of appointing the Chief Justice of the High Court or in his absence the acting Chief to have been abandoned by the Centre.
