AMRITSAR, Punjab, India: Serious differences in the Punjab Congress (I) leadership over the performance of state administration came to the surface when Pt. Mohan Lal, Treasurer, of P.C.C.L. criticized three senior leaders of the party namely Dilbagh Singh, Kewal Krishan and Shamsher Singh Dulo for their statement against the Governor S.S. Ray. Pt. Mohan Lal said that the statement of these Cong. (I) leaders alleging that Mr. Ray was misleading the Prime Minister on the Punjab situation. Evidently these three leaders have expressed their personal opinion which does not indicate the view of the organization. According to the indication available from party men, PCC (I) split into two factions, one owing its allegiance to home Minister Buta Singh and the other supporting Governor S.S. Ray. It is understood that Buta Singh does not see eye to eye with the approach of S.S. Ray.
