The campaign for Sikh human rights in Punjab was launched in March, 1986, by the Reading Sikh Temple, A detailed compilation of the list of 379 Sikhs detained in Jodhpur Jail was prepared with the help of the volunteers in Punjab and passed on the Al (Central Secretariat in London) and the Parliament Human Rights Group by the Reading Gurdwaras management committee. Both organizations demonstrated great concern about the fate of the detainees. Amnesty International (Al) is in the process of issuing a report on the violation of human rights of the Sikhs focusing on the 379 Sikhs detained in the aftermath of the Golden Temple invasion. As had virtually been documented by the Indian civil liberties forum. Citizens for Democracy (CFD), the majority of those detained without trial since 1984 under the notorious National Security Act are innocent. Their only ‘offence was to have been present in or around the Golden Temple upon its invasion by the Indian government troops. In its report, Al is regarding the detainees as investigation cases and in light of the ‘evidence presented above, the organization’s major concern is establish the reason for their continued detention, AI will approach the Indian government to either release the detainers unconditionally in the event that no charge can be brought against them, try them under normal criminal procedures not in ‘special courts set up to deal with ‘terrorists’ This action represents the first international acknowledgement 0 the violation of Sikh human right in India and in particular, the firs initiative launched to attempt t¢ remedy the situation.
