LUDHIANA: The one member committee of the Punjab Sikh Intellectuals Council has observed that the Bidar riots were part of a well-planned conspiracy against Sikh students of Guru Nanank Dev Engineering College. The police not only failed to discharge its responsibility but also helped the goondas.
