UNITED NATIONS, Nov 28, Reuter: Plo Leader Yasser Arafat, who had been denied a visa to address the U.N General Assembly in New York, still will speak to the world body, its President, Dante Caputo said on Monday.

As soon as we receive a special request from the Arab group we shall proceed in the best possible manner to ensure that Chairman Arafat is able to address the General Assembly,” Caputo, the Foreign Minister of Argentina said in a statement.

Caputo issued give the Palestine Liberation Organization his statement through his spokesman Juan Brandt as Arab delegates gathered to consider what steps to take following Saturday’s announcement by United States secretary of State George Shultz that Arafat was being barred.

They were expected to seek a general assembly resolution to transfer impending debates on the Palestine and Middle East questions to Geneva to permit Arafat’s participation.

He had planned to speak here this coming Thursday during the annual debate on the Palestine issue. Depending on developments in the Arab group, that debate now could be postponed, perhaps until the New Year, officials said.
