Arab countries are pressing the Clinton administration to remove Syria and Libya from the short list of nations that support terrorism and therefore are ineligible for normal contacts with the United States. The Saudi daily newspaper Asharq al Awsat says Egypt is leading the effort. The Arabs say the two countries’ governments have cut links with militant groups. In Syria’s case, they also claim it has shown its good intentions by negotiating with Israel.
