India has finally retired K.P.S. Gill as police chief of Punjab. Evidently he had become a liability even to the Indian rulers who made use of him as a mercenary killer, Gill was licensed to kill as many Sikh youths as possible, According to unofficial estimates, he must have killed more than 30,000 youths in about five years. Most of these killings were cither in fake encounters or in custody. In addition, Gill also dishonored hundreds of women belonging to militant families, In fact, Gill used Sex as & Major Weapon to dishearten the Sikh militant movement. Indian central government, particularly prime minister Narasimha Rao, backed Gill to the hilt in all his illegal | and extra constitutional means and methods, The Brahman “operated Indian media not only supported the police chief but also cheered him to make a hero out of him. The whole Indian polity smacks of fascism. Otherwise, any democratic country ‘worth its name would not have allowed a man like Gill to stay as police chief even for a day, much less admired his dirty work. According to reports from India, Gill had lost his utility 16 the Indian prime minister more than a year ago. Rao had to give one more year to him on a recommendation made by the vest Bengal chief minister Jyoti Basu. The latter was persuaded to do so by Harkishen Singh Surjeet, General Secretary of the Communist Party (Marxist). Surjeet extracted full price for the extension from K.P.S. Gill who, it is alleged, financed the conduct of the G.P.(M)’s 15th Congress held at Chandigarh in 1995 as well as Surjeet’s private trust that has suddenly “started producing aPunjabi daily newspaper. This adds a new dimension to Gill’s personality. He emerges not only an arch criminal but also a financial manipulator. As things are, India’s rulers are not likely to order an enquiry into Gill’s crimes because they themselves are a party to them. Almost every human rights group has worked out reports of human rights violations in Punjab at the hands of the police headed by Gill. India’s supreme Court and Punjab’s high court have corroborated the charges. The world must join hands to institute an international commission to try Gill and his accomplices for the crimes against humanity they have committed in flagrant violation of international law. Such a trial of Nazi crimes had left a salutary effect on the world of political crime. Its report in respect of Punjab will strengthen the movement for human rights and will discourage fascist elements staging a comeback.
