NEW DELHL; Prime Minister Rao and Home Minister Chavan have in separate statements claimed that India would hold elections in Punjab before February 15 as promised. They also stated that the government would not hold talks with any group prior to the election. The Center would hold talks only after the poll as no useful purpose would be served by holding talks at this stage, they added.
