NEW DELHI: Prime Minster Chander Shekhar claimed that a few militant groups of Punjab had agreed to talk within the framework of Indian Constitution. Addressing the Lok Sabha when it discussed the move to amend the Constitution providing for further extension of President’s rule in Punjab the Prime Minister said that certain militant groups had expressed their wish to work within the framework of Indian Constitution. He said talks would only be held in India. He also said that militants could come from foreign countries to participate in the talks and in the event of failure they were free to return to foreign countries The fall of his government had interfered with progress although he was still hopeful of a solution being found for the problem he said.
