CHANDIGARH: The Central Government has been encouraging Punjab’s police chiefs to function independently of the State Government notwithstanding the legally established norms which require the police chiefs to be subordinate to the Home Secretary, the Chief Secretary and the Governor.
A few years ago the then Director General of Police J.F. Ribeiro had submitted to Delhi his own list of Punjab police officers whom he recommended for the award of Padman Shri on The Republic Day, Jan 26.
