On October 10, 1947, the Hindu Governor of the Punjab, Chandu Lal Trivedi, issued a circular to the Deputy Commissioners of the Punjab declaring the Sikh nation to be a lawless nation’

“The Sikhs as a community are a lawless people and are a menace 10 the law abiding Hindus in the province, The Deputy Commissioners should take special measures against them,” This was the first gift from the Hindus to the Sikh nation which was at that time grief-stricken due to colossal losses of life and property. This circular was also repeated by the government of U.P.

In this situation, Bhupinder Singh Mann, Giani Kartu Singh and some other Sikh Leaders met Dr. B. R. Ambedkar on January 23, 1948, and discussed the Chauvinism of the Hindus vis a vis the Sikh nation, Ii was in this meeting that the Sikh leaders ‘expressed their intention of declaring breaking of their “union” with Hindu India’s. The Sikhs discussed the freedom of Khalistan with Dr. Ambedkar and he suggested the Sikhs demand the creation of a Punjabi speaking province as part of their struggle, The Hindu Press (More than 90% of the Indian Press is controlled/ ‘owned by the fanatic Hindus) was bent ‘upon disturbing the peace of the Sikh zone, The newspapers like Milap, Partap, Hind Samachar and even The Tribune began planned attacks on the Sikh nation, their history and their institutions. The Hindus openly declared that the Sikhs were “now (then) not needed.” When a Sikh leader asked a Hindu journalist whether “the Sikhs had always de fended Indians and the Hindus”, the reply was “Guru Gobind Singh revealed the Khalsa to fight against the Muslims. Now the Muslims have left India and, thus, there is no need of the Sikh religion.” Hindus began behaving towards the Sikhs in the same fashion as they had against the Muslims before 1940, Arthur Moore commenting upon the Hindu attitude towards the Seth nation said that the Mahaska (Hindu) Persistent upon creating a Sikh State in the Punjab and the behavior of the Hindu Press was similar in its behavior in the repartition period vis a vis the Muslims.
