AMBALA; Lt. Gen. H.Kaul, are- tired senior Indian army officer, predicted increased involvement of the army in internal security duties in the next one decade.

Participating in a seminar on India’s security concern subsequent to the Gulf war leading to the 21st century”, Kaul said successive Indian govt’s had failed to tackle the problems of Kashmir, Punjab and Assam, The reason, he said, was that only “half measures” were used.

Three officers participated in the seminar and all of them pointed ‘out the need for transferring more powers to states in the wake of ‘what had happened in U.S.S.R. ‘The army officers felt that the country was on the verge of a break up if immediate remedial measures were not taken.
