TOKYO: The third in a series of international conferences on aid for the former Soviet Union will be held. Acting Secretary of State Lawrence Eagleburger will represent the United States.
At the first conference foreign ministers from Europe the Middle East and Asia and officials from international financial institutions put together a $24 billion plan to help the former Soviet republics make the painful transition to free market capitalism. Much of that money still has not been paid out.
