OTTAWA: The refusal to invest public money in job creation will be the top issue during election campaign, says Liberal Leader Jean Chretien, Chretien promised to stimulate job creation and investment with a massive public works program to improve the country’s roads, public transit, sewer systems, telecommunications and other services.
