NEW DELHI: The boycott of the Tytler faction in the Delhi Pradesh Congress Committee began in earnest when the first meeting of the executive committee was held under the president ship of H.K.L.Bhagat.

The six-member dissident faction in the DPCC, led by Surface Transport Minister, Jagdish Tytler, has decided to resign en masse.

The reason, they say, is that the committee has been illegally constituted and is not according to the Congress Act.

There should be only 21 members and not 31 as the case has been made out, the Tytler faction contends.

The faction’s leaders are due to meet Congress President P.V.Narasimha Rao to submitted resignations,

Those who kept away from the meeting included Jagdish Tytler who incidentally has gone Vishakhapatnam Port with the Prime Minister, Harcharan Singh Josh, Kiran Chaudhry, Jail Prakash Aggarwal and Vir Singh Sani.

Another prominent Dhawan Tytler “loyalists” and special invitee to the Committee, Rajesh Khanna (MP) was also absent.

The statistics did not match with the true picture as it failed to mention the total strength of office bearers announced on July 24,

A few members, including J.P .Goyal and Anjana Kanwar, demanded disciplinary action involving suspension from the Committee against Harcharan Singh Josh.

He is one of the nine Executive Members, who in a statement published in “The Pioneer” resented the “illegal and unconstitutional manner in which the DPCC has been formed.”

To this Bhagat is reported to have stated that it would be “better to discuss such things at a later date as the first meeting of the DPCC is in August.”

At this point conflicting statements were given to the press by both factions,

While the Tytler group leaders maintained that when Josh’s episode was being discussed Bhagat accepted the fact that “yes this committee indeed flouts the Congress Act,” J.P. Goyal categorically said, ” there is no constitutional crisis.”

It was also the first exposure of M.M. Aggarwal, the new treasurer, He is better known as the Thumbs Up man” as he is the owner of as of  drink bowling plant.
