NEW DELHI (PTI) : In an unprecedented action, the election commission on July 1, cancelled the biennial elections to seven Rajya Sabha vacancies and 11 legislative council seats from Eastern Indian state Bihar held last week and ordered a fresh poll for the Rajya Sabha vacancies on July seven.
The commission ordered that fresh poll in respect of vacancies for the legislative council be taken on July 21. Counting of votes will be taken up at 1600 hours on the date of the fresh poll in both the cases, the chief election commissioner, T.N. Seshan, said in his four-page order.
Seshan said the fresh poll would take place subject to the Bihar government enabling the commission to appoint a new returning officer by 1700 hours on July three.
The commission’s decision follows submission of a report by the enquiry team headed by deputy election commissioner, D.S. Bagga, and secretary, S.K, Mendiratta, that the June 25 election was totally vitiated.
The enquiry team was constituted to go into complaints of irregularities during polling on June 25. Counting of votes had been stopped by the commission,
