NEW DELHI (PTI): The ruling Congress (I) is still short by seven seats for majority in the Rajya Sabha although it gained five seats in the first phase of biennial election form seven states last week with the party bagging 11 of the 18 seats. Its strength has gone up from 105 to 110 in a house with an effective strength of 232 and 13 vacancies.
Though the Congress (I), with 87 out of 117 seats in the Punjab assembly, was assured of at least four more Raya Sabha seats in the elections due on April 11.
