NEW DELHI: The civil administration in Punjab has broken down completely, the State is under police raj and torture and killing of innocent people are going on unchecked, according to a report prepared by the committee for information and initiative on Punjab.
The report, entitled state terrorism in Punjab, prepared by Nitya Rama Krishnan, Ashok Aggarwal, both Lawyers, Tapan bose, a documentary film maker and Ram Narayan Kumar a free-lance Jouranlist, gives details of over a dozen cases of extra judicial executions.
According to Mr. Ram Narayan, one thing the people in Punjab invariably asked was why the rest of India was not concerned about the rights of the people of Punjab, particularly the Sikhs.
The committee also released a statement documenting the terror unleashed by the Senior Superintend of police in Batala district.
On January 10 this year contingents of the Punjab police and Border Security police swooped down on the village searcher with a population of about 4,000 people, the police force was led by S.S.P. Govind Ram.
The SSP according to the statement ordered the police force to round up inhabitants of a particular community in this village and a number of small villages in the vicinity. He ordered the young ones to lie down on their bellies. The policeman lashed them with a belt and batons.
