NEW DELHI: The lower house the Constitution (59th Amendment) Act, which enabled proclamation of emergency in the northern Indian state of Punjab and suspension of Indian Parliament Friday repealed of the right to life in the state, PTI reports.
The Constitution (63rd Amendment) Bill was passed with 360, voting for and one against after home (interior) minister Mufti Mohammed Sayeed assured the house that a fresh dialogue would be started with “people” of Punjab for resolving the problem.
As a special case the constitution (63rd amendment) bill was introduced Friday and taken up for consideration immediately to enable the house to pass it on the last day of the first session of the Ninth Lok Sabha, Congress I leader Rajiv Gandhi had Thursday pledged his support to the measure after Prime Minister Vishwanath Pratap Singh said the original black law should not be allowed to remain on the statue anymore.
The 59th amendment bill was passed by the previous Congress I government during the last session of the parliament this year.
The 63rd Amendment Bill was passed Friday with an official amendment moved by the Home Minister that the measure would come into effect immediately after the President gave his assent. The government had accepted the amendment of Congress (I) member, PR Kumarangalam, for the purpose.
