NEW DELHI, India; Indian Foreign Minsiter Narain Dutt Tiwari, who is on a visit to Moscow, discussed the affair with Soviet leader Mikhail Gorbachev, who he said had “displayed a perfect understanding of our analysis of the Sri Lankan situation”. But the only open praise for India’s action has come from the Sri Lankan separatist guerrillas based in Madras, South India. Velupillai Prabhakaran, military commander of the Liberation Tigers of Tamil Eelam, said the food and medicines were a blessing for the population of the Jaffna Peninsula and came at a critical juncture.
