PESHAWAR, Pakistan, Jan. 17: Afghan rebel leaders agreed to set up an “interim” government to take over in Afghanistan after the overthrow of the Sovietbacked administration.
A declaration by the seven main rebel groups, issued at a rally of up to 70,000 Afghan exiles in Peshawar, said a commission would present draft guidelines for the government by the end of February.
