New Orleans — Given below is the text of the order of the United States District Judge, Patrick E. Carr, dismissing the Bhajan Lall assassination conspiracy case against four Sikhs. The judge dismissed the charge as the court had no jurisdiction to go into charges. The state government, however, did not release the charged persons on the plea that it was going to file an appeal against the judgment.
