Islamabad: February 19 — Gen. Zia had promised to announce the amended constitution at least fifteen days before the elections. Elections are only six days away and the promised announcement has so far not come. When asked about the delay, Gen. Zia informed the reporters that the amended constitution was ready and would be announced either before the election or immediately after. It is felt that the President is going to keep most of the powers with himself including the appointment of Prime Minister. The position of the contesting candidates is quite peculiar in the sense that they do not as yet know what functions or powers they will have if elected.
