CONCLUSION AND RECOMMENDATIONS

From the statements of the concerned people and their deep mental anguish due to their humiliation, it is clear without any doubt that Brig. RP. Singh uttered the threat of killing the Sikh youth and collecting Sikh womenfolk in army camps to’ dishonor them and produce a new breed through army personnel. He infect, said much more which was extremely derogatory to the entire Sikh community. Respected elders would not normally make a public complaint of extreme humiliation of such derogatory nature which affects their honour and self-respect.

This outburst of the Brig. under stress is indicative of inner feelings of certain circles in the army against the Sikhs at large. It only reinforces such feelings which manifested soon after Operation Blue Star in 194 when a circular under the heading of ‘BAT CIITT’ was issued by army Headquarter to the effect that all Amritdhari Sikhs were dangerous and antinational and should be eliminated. :

This incident gives lie to the statements of the Governor of Punjab Gen, O.P. Malhotra and Prime Minster Mr. Chander Shekhar that army was out in Punjab on exercise. Army units are taking part in search operations/ambushes well behind the border. Since Punjab is not under martial law, the government should make it clear whether the army is in aid of civil power and functioning under specific instructions from the civil authority or has been given a Cart Blanch unofficially.

Punjab Human Rights Organization strongly recommends, that having regard to the serious nature of the incident and the involvement of a senior officer of the army, an enquiry by a sitting judge of the Supreme Court be ordered. Appropriate administrative and disciplinary action against Brig RP Singh should be taken.
